Pursuant to the Health Facilities Authorities Law [F.S. § 154.201 et seq.], and particularly
F.S. § 154.207, it is hereby declared that there exists a need in the county for a
health facilities authority to perform the functions set forth in such law in order
to provide a method for the financing and refinancing on a tax-exempt basis of projects
as defined in such law on behalf of private organizations organized not-for-profit
and authorized by law to provide hospital or nursing home services, called health
facilities in this article, in accordance with applicable state law for the purposes,
among others, of financing and refinancing necessary projects at favorable interest
costs with a resultant decrease in health care costs for the residents of the county
and other users of health facilities in the county.
