§ 14-3. Same—Abatement by property owner.

The defacement of property will directly negatively impact a community and result in the proliferation of similar defacement of other properties; therefore, all persons or businesses that own property that has been defaced are encouraged to remedy such defacement at the earliest possible time. Additionally, such property owners are encouraged to cooperate with the efforts of governmental or nonprofit entities in accomplishing such abatement.
