Upon determination by the board of county commissioners that the operation of any
particular solid waste disposal facility within the county is necessary for the health,
welfare and safety of the community, but that the administrative costs involved in
collecting any of the fees imposed in this division exceed the anticipated revenues
resulting from such fees, the board, by resolution spread upon the minutes, may suspend
collection of fees, in whole or in part, for disposal of solid waste at such facility,
provided that such action shall be in conformance with the covenants made by the board
of county commissioners in connection with the issuance of solid waste disposal system
revenue bonds. The resolution shall contain the findings of the board, and it shall
set forth the terms, conditions and limitations governing the suspension of collection
of fees at such facility.
