§ 19-127. Collection procedures.

  • The board of county commissioners or the clerk of the board of county commissioners shall mail and collect the assessments established pursuant to this article. Such assessments may be billed separately, or in conjunction with an owner's utility bill or lease bill from Santa Rosa County.

    Assessments shall be delinquent if not paid within sixty (60) days from the date such assessment is mailed to the owner. For any assessment which is delinquent, a delinquent charge of twelve (12) percent of the assessment shall be added to the assessment charge.

    Such assessment shall become a lien upon the property so assessed, prior in dignity to all other liens and assessments against said property.

    Said assessment may be foreclosed, as provided by law for the foreclosure of mortgages or other liens, and any one or more said delinquent assessments and liens may be foreclosed in one suit.

    Additionally, if collected in conjunction with the utility bill, failure to pay the assessment shall be treated in the same manner as failure to pay utility charges.
