§ 2-90. Fiscal procedures.

  • (a)

    The board of county commissioners shall annually budget operating funds to be administered by the administrative board. Such funds shall be budgeted on a line item basis, and all funds so budgeted may be expended by the administrative board without subsequent approval of the board of county commissioners, provided no line item transfers of monies shall be made by the administrative board without prior approval of the board of county commissioners.

    (b)

    The administrative board shall expend all funds in its budget by county purchase orders handled through the office of the clerk of the circuit court in his capacity as clerk to the board of county commissioners. No expenditures shall be made that exceed the line item budget amount without prior approval modifying the budget by the board of county commissioners.

    (c)

    All revenues generated at Navarre Beach shall be paid into the appropriate fund of the county and shall not be deemed part of the administrative board's budget for expenditure purposes.

    (d)

    Revenue statements will be maintained and made available by the board of county commissioners for information of the administrative board.
